i can understand it it says:
Step 1:unscrew the fixing nuts on the handle bar by the tool on the diagram
Step 2:remove upper cover and you will find a white woodruff key which acts as a speed limiter (figure 2)take this woodruff key out(figure 3)
Step 3:reassemble upper cover
thats what it say but i didnt now u could do that ill give tha a try on my old cag lol its not doin ne fing else
